Kings River Watershed Coalition Authority proposes to identify protective practices for Central Valley agriculture, to adapt the USA’s Soil and Water Assessment Tool (SWAT) for Central Valley agriculture; increase adoption of protective practices through intensive producer/advisor outreach and an online decision support tool; assess adoption of protective practices by comparing a 2016 benchmark assessment with practices implemented throughout the project duration; and quantify the reductions in nitrate leaching at the landscape-level using SWAT.

Washington State University proposes to increase irrigation efficiencies throughout Washington by encouraging adoption of proven irrigation monitoring technology, irrigation efficient equipment and conservation practices through the following objectives: (1) Educate and enroll farmers in the Irrigation Scheduler Mobile (ISM) system; a tailored, wateruse efficiency monitoring application associated with a water savings value of 20%. (2) Increase water-use efficiency by providing voluntary irrigation assessments and delivering a tailored compilation of recommendations for irrigation system improvements. Quantify changes in wateruse efficiency rates of participants. (3) Facilitate the adoption of irrigation equipment upgrades by providing consultations and technical assistance for EQIP grant proposals.
National Grazing Lands Coalition

The National Grazing Lands Coalition (NGLC) and partners proposes to conduct a 3 year outreach/education/demonstrations on how prescribed grazing impacts pasture and range productivity, economics, and conservation. The cornerstone the project will be the analysis of how grazing management systems and the kind/class of animals influence economic performance at the enterprise level. NGLC will work with a large group of producers, located in several different geographic areas, to assemble economic data that can link improvements in management to economic returns. The project will look at flexible herd management for rangeland and pastureland operations, some with silvopasture emphasis, that will allow NGLC to link soil health, stocking rates and drought response with economic performance.

The purpose of Audubon Arkansas’s Native Agriculture to InVigorate Ecosystems (NATIVE) Project is to help farmers innovatively adapt to climate change by assisting them with production of a climate change-resistant specialty crop that promotes on- farm biodiversity. Native warm season grasses and pollinator-friendly forbs are economical, environmentally sustainable, alternative cash-crops able to withstand drought and other severe weather events made worse by climate change.

In the city of Peoria, Illinois, Fresh Coast Capital proposes to pilot an innovative approach to financing green infrastructure through impact investing in agroforestry and vegetable farming. The project will serve as a model for expansion with privately funded impact investment capital throughout Peoria and into 40 or more cities facing both land vacancy and stormwater compliance challenges.

Leveraging the experience and conservation efforts of other CIG greenhouse gas project developers, Encourage Capital proposes to establish a Working Lands Investment Fund (WLIF) to stimulate investment in conservation practices through the purchase of carbon credits generated by producers. A guaranteed purchase agreement driven by private investment will set up the infrastructure to purchase at least 100,000 tons of working land carbon credits and ensure that landowners are compensated for implementing conservation measures.

Tennessee State University proposes to demonstrate conservation best management practices (BMP) and protect the natural resources from the adverse environmental impacts in the container plant nursery industry by enhancing the current Southern Nursery Industry “Guide for BMPs” and while offering salient modifications to NRCS Conservation Practice Standards that specifically address the resources concerns of the industry. By using the nine steps of conservation planning this project will demonstrate BMPs on nursery producer’s land and land grant university experiment stations to promote the use of conservation practices. A cadre of extension and technicians will be trained to carry out the planning and implementation of these BMPs and evaluate the benefits derived. Observations during this period can then be used to develop modifications and new techniques to existing management guides, and eventually to NRCS conservation practice standards.

The Nature Conservancy proposes to develop impact investment blueprints for Gulf of Mexico restoration that outline how public funding can be used to attract private impact investment funds to conservation, greatly expanding the impact of various Deepwater Horizon settlement funds. The blueprints will be combined with a pipeline of specific deal opportunities to provide place-based examples of how private investment can leverage settlement funds.

The University of Wisconsin proposes to integrate and expand on a proven approach, partnering with the insurance industry to provide a significant market-based financial incentive for professional manure applicators to improve NMP implementation with the implementation of a 3rd party verification of compliance. Negotiated financial incentives for applicators meeting program requirements include 14%-38% reductions in business liability and nutrient/pathogen pollution liability insurance premiums for completing project requirements. Implementation of conservation will be further enhanced by the creation of three livestock species based Advanced 590 NMP Scenarios that NRCS can add to the states EQIP project list to provide documentation of NMP implementation through training, technology, market-based incentives and 3rd party verification.

Prairie Rivers of Iowa Resource Conservation and Development (PRI) will develop an innovative framework that incorporates the efficient use of local public input and guidance through the use of a Watershed Management Authority with advanced conservation planning tools to meet larger Iowa water quality goals. This project will support the research and expansion of the Agricultural Conservation Planning Framework, a land use planning tool that optimizes the placement of conservation practices at the watershed-level.
